General statement = OF=20 Duties:

As the Assistant Library Director, = collaborates=20 with the Library Director in the administration and supervision of the = Danbury=20 City Library to provide a broad range of library services to customers = and=20 community organizations.

DUTIES AND=20 RESPONSIBILITIES:

=C2=A7 =20 Manages the daily = operation=20 of the Library.

=C2=A7 =20 Assists in the=20 administration, coordination and implementation of library policies and=20 objectives.

=C2=A7 =20 Participates in = budget=20 preparation and monitors expenditures.

=C2=A7 =20 Coordinates the = principal=20 library functions in all departments either in conjunction with or in = the=20 absence of the department head.

=C2=A7 =20 Develops = orientation and=20 training for the professional and technical staff.

=C2=A7 =20 Prepares activity = reports and=20 statistics.

=C2=A7 =20 Oversees the = establishment=20 and maintenance of effective customer service and public = relations.

=C2=A7 =20 Oversees the = selection,=20 acquisition, cataloging and disposal of library materials.

=C2=A7 =20 Works in = coordination with=20 the Personnel Department and Civil Service to recruit hire and evaluate = the=20 library personnel.

=C2=A7 =20 Assists in the = planning,=20 implementation and evaluation of long-range and annual goals and=20 objectives.

=C2=A7 =20 Attends = professional meetings=20 at national, state and local levels, representing the Library Director = as=20 necessary.

=C2=A7 =20 Regularly works at = the adult=20 reference desk

=C2=A7 =20 Works weekends and = evenings=20 as required.

=C2=A7 =20 Acts as Library = Director in=20 the absence of the chief administrator.

=C2=A7 =20 Does related work = as=20 required.

Minimum = Qualifications AND=20 REQUIREMENTS:

Knowledge/Skills/Abilities:

Thorough knowledge of management and=20 administration of public library services, including budget preparation, = personal management, applications of technology, customer service, and = public=20 relations. Experienced in the analysis and solution of organizational=20 problems. Ability to plan, organize, implement, and = evaluate=20 effective library programs and services. Strong supervisory skills, = including=20 planning, training, scheduling and evaluating staff. = Ability=20 to establish and maintain effective working relationships with diverse = staff,=20 community organizations and customers. Strong written = and=20 oral skills. Able to work under short time = constraints and=20 meet deadlines while managing multiple priorities. =20 Familiarity with Microsoft software, including Word and Excel, as = well as=20 overall use of a PC. Bilingual Spanish or Portuguese = a=20 plus.

Training and Education:

Graduation from an accredited college = plus an=20 M.S. in Library Science from an ALA-accredited program. = Three=20 (3) years of relevant progressively responsible employment, of which at = least=20 two (2) years shall have been on an administrative or supervisory=20 level.

2. Application=20 Submission:

Qualified applicants must submit a completed = original=20 application with two copies and a $25 fee* = to Human=20 Resources no later than 6:00 pm, Monday, October 1, = 2012 =20 EEO/M/F/D/V

*Application Fee=20 waiver: A filing fee is not charged if you are = receiving=20 public assistance from the State of Connecticut, or if a = applicant=E2=80=99s income=20 falls below the federal poverty levels. A written = request for=20 a waiver must be made to the Civil Service Commission prior to the = application=20 closing date, 155 Deer Hill Avenue, Danbury, CT, 06810. = To=20 have the fee waived, you must submit either a copy of your current = benefit card=20 (State of Connecticut Department of Social Services identification card) = or your=20 W-2 Statement of Earnings for the year. You must = indicate=20 your Social Security Number and/or Examination Number (if applicable) on = the=20 front of the benefit card copy or on the copy of your W-2 Statement of=20 Earnings.

3. =20 Application Review

The = Civil Service=20 Commission is responsible for reviewing the applications to determine if = they=20 are complete and meet the minimum requirements for the = position. =20 The Commission will review all the applications for the position = during=20 their monthly meeting following the closing date of the = position.

If an = application=20 is accepted by the Civil Service Commission, then the applicant will be = notified=20 in writing and will be informed of the next step in the = process. =20 If the Commission does not accept an application, the applicant = will also=20 be notified in writing.

4. =20 Testing

Once an = application=20 is accepted by the Civil Service Commission, the applicant will be = notified in=20 writing of the next steps in the testing process. = Each test=20 phase named below is listed in the order in which they = occur. =20 Each test phase must be passed in order to continue to the next = level of=20 the selection process.

It is the applicant=E2=80=99s responsibility = to adhere to the=20 City=E2=80=99s testing schedule. =20 Unless otherwise stated, there will be no = make-up=20 examinations or alternative examination = dates.

If an = applicant=20 fails the test phase listed below, the applicant will be immediately = eliminated=20 from consideration for this hiring process.

All requests for reasonable accommodations in = the=20 testing process along with medical documentation establishing the need = for the=20 accommodation must be submitted to the City of Danbury Human Resources=20 Department no later than the closing date of applications.

5. =20 The Eligibility List

A = passing average=20 score on the above test will place an applicant on the Collection = Development=20 Librarian Eligibility List in rank order. The rank on = this=20 list is established according to the averaged score on the written and = oral=20 exams according to the percentages as indicated above plus any = additional=20 applicable veterans points awarded. The resulting = list is=20 then certified by the Civil Service Commission and will be used to fill=20 vacancies as they occur, as per Civil Service Rules. = If the=20 list is not exhausted, it remains in effect for one = year. =20 However, the Commission can decide to extend an eligibility list = for one=20 additional year.

Participation in=20 the testing and recruitment process and/or placement on an eligibility = list does=20 not guarantee a continuance in the remainder of the hiring process nor = does it=20 imply or constitute an offer of employment. =

6. =20 Additional Testing Requirements

Once = the=20 eligibility list is certified, depending on the number of vacancies, = candidates=20 with the highest ranking on the list will be interviewed by a panel of = City=20 Officials. As future positions become available, = applicants=20 are interviewed from this list based on their ranking for as long as the = list is=20 active.

Those candidates selected through the = panel=20 interview will continue in the selection process by participating in an=20 additional series of testing which may include but is not limited to = background=20 checks, drug screens, medical physical, etc. Once = again, each=20 test phase must be passed in order to continue to the next level of the = testing=20 process. If any one of the test phases is not passed, = the=20 candidate will be immediately eliminated from consideration for this = hiring=20 process and subsequently removed from the eligibility list.
